DESCRIPTION
Since 1994, AHCEH (pronounced ACEA) has delivered project & construction management services as well as architectural design for the private sector in Mexico.

A few definitions:

· Project management: integrated and comprehensive support to a project owner, collaborating at his (her) side through the definition, design and construction stages for the fulfillment of his (her) goals.

· Program management: ditto, applied to a group of projects from the same owner.

· Construction management: some times used to define the activities of a manager during the construction stage.

· Project manager: team member focused in achieving the project’s objectives exercising the leadership the owner has delegated upon this position. A natural communicator, with a sound ethical and professional practice, who enjoys team work. A person ready to identify problems and always proactive in the solution seeking process. Individual used to look for, and quantify benefits for the project. A flexible mind who pays attention to the adaptation of the PM company’s procedures to the specific needs of the client.

We have completed more than 700,000 sq ft of commercial and institutional space, complying with expectations and quality standards of important domestic and international clients like Seguros Comercial América (ING/SCA), Grupo Herdez, LG.Philips, Mannesmann, Tec Milenio University and Tec de Monterrey.

The company is continuously focusing on adding value to our clients' projects, based on object oriented technology and collaborative engineering concepts. We are enhancing our PM services so they can meet different clients’ needs:

· Traditional model: we integrate a PM team on site, supported remotely by our head office; propietary procedures and systems are run by this PM staff. The client has a permanent presence of an external expert team at the jobsite, which can be at any location inside Mexico.

· ASP model: our head office delivers consulting PM services and the necessary procedures and systems through an application service provider schema. The client can complement his (her) own resources or staff skills with a specific PM menu tailor made for the project. Location can be outside Mexico as well. We offer the creation of a website for each program or project with several Flash pages containing executive reports (regularly updated by us), only accessible for the authorized user; in the main frame of the website, we include links to our special web based procedures for design approval control, budget & cost control; edition of minutes, memoranda and pending actions tracking. Scripts for electronic documentation management, virtual meetings, asynchronic communications (forums) and team members’ agenda, are now also included. This way our client is able to access and work in real time, with his (her) project private information from any browser without downloaded client applications. Support for report updates, databases usage, consulting or preparation of specific PM related documents, is implemented through the program/project website. Special adaptations to screens or reports from our database systems or scripts can be implemented upon request. Consulting at the jobsite can also be provided (the client must be able to sponsor government authorizations). PM cost reduction is expected in relation to the traditional model. Design services can also be provided with the ASP model and charged with fixed unit prices.

Simplifying the project delivery process, we suggest to distinguish three basic stages in the timeline of a project: definition, design and construction. (Further divisions can be made to consider overlapping sub-phases like contract selection & award, shop drawings, closing procedures, etc.). Their correspondent PM main activities or services are listed below:

Definition stage (describing the problem):
· Goals & objectives.
· Programming (function, form, cost & time requirements).
· Decisions (number and type of contracts; selection criteria; bidding & award timing).
· Strategy (traditional sequential; fast track; design & construction, etc).

Design stage (solving the problem):
· Schematic design.
· Master plan & master schedule.
· Preliminary cost estimates.
· Design development / value engineering.
· Detailed cost estimates / base budget.
· Construction documents.

Our services in relation to design activities in a commercial or institutional building, may be just the necessary compliment of the actual project design team scope (3D modeling, detailed drawings, e.g.), or they may be extended to include the full range of the architectural design and the coordination of engineering and special consultants throughout the design stage.

Construction stage (executing the solution):
· Bidding & award.
· Shop drawing coordination.
· Quality assurance coordination.
· Cost control (contract & change orders; payments approval; project accounting).
· Progress monitoring.
o Close out (certificates of completion; documentation integration.

TERMS
We have competitive costs and fees, specially with the new ASP model; down payments are suggested.

We use a standard professional services agreement for private clients; we review it with flexibility, seeking clearness of scopes and responsibilities for both parties (client holds responsibility for the use of information both provided to, and obtained from AHCEH). Legal conditions for the use of proprietary web based software are similar to industry ASP terms of use.

In the traditional service model, fees are calculated with price/month for each category of participant from both head and site offices, generally fixing the head office part; reimbursable costs like travel expenses or board for jobsite people are added to the total cost. In the ASP model fees are computed based on services menu, both monthly and special one time assignments; if visits to the jobsite are required, travel expenses & corresponding consulting fees would be added to the monthly ASP fee.
